Documents You Need to Start Running Under Your Own Authority

Getting authority and being able to book freight are two different milestones, and new carriers are often surprised by the gap between them. The authority arrives, and then nothing happens, because brokers cannot set you up without a specific set of documents.

Here is what is normally required, and where the delays usually come from.

The core set

Operating authority

Your MC number and DOT number, issued through FMCSA. Brokers will verify your authority is active and check your safety profile before setting you up. Authority that is granted but not yet showing as active in the system will hold up setup.

Certificate of insurance

This is the document that most often causes problems, for two reasons.

First, coverage limits must meet what the broker requires, and requirements vary. Many brokers ask for higher cargo coverage than the federal minimum, and some shippers require more again for particular commodities.

Second, the certificate usually needs to name the broker as certificate holder. That means your insurance agent has to issue a certificate specifically for each broker, rather than you forwarding one generic copy. Build a working relationship with your agent early — you will be requesting these regularly.

Ask each broker what limits they require before asking your agent for the certificate. Getting one issued at the wrong limits and having to redo it is a common source of delay.

Signed W-9

Straightforward, but it must match. The legal entity name and EIN on the W-9 need to correspond to the name on your authority and your bank account. Mismatches here — a slightly different business name, an old address — cause payment problems that surface weeks later, not at setup.

Banking details

Usually a voided check or a bank letter, for direct deposit. If you are factoring your invoices, this is where the factoring company's details come in instead, along with a notice of assignment.

The carrier packet

Each broker has their own onboarding packet, and you will complete one for every broker you work with. It generally bundles the documents above with the broker's own carrier agreement and various acknowledgements.

There is no shortcut around doing this per broker, but there is a practical point: the packet takes time to process, sometimes a day or more. If you wait until a good load appears to start the setup, the load will be gone before you are approved.

Get set up with brokers before you need them. This is the single most useful habit for a new carrier, and the one most people learn the slow way.

What tends to cause delays

  • Insurance limits below what the broker requires. Check first, then request the certificate.
  • Name mismatches between authority, W-9 and bank account.
  • Waiting until a load appears to begin broker setup.
  • An incomplete safety profile. Brokers check this; gaps invite questions.
  • Slow certificate turnaround from an agent who is not expecting frequent requests.

If you are still waiting on authority

The processing period is the difficult stretch financially. The truck payment and insurance continue while the asset earns nothing, and that gap is where a lot of new carriers run into trouble before they ever haul a load under their own number.

One option is to run under an established carrier's authority in the interim. If you consider this, get clear answers on four things before signing anything: whose insurance covers the load and at what limits, who carries the safety rating, how and when settlements are calculated and paid, and how you exit cleanly once your own authority is granted.

An arrangement where any of those four are vague is one to walk away from.
